Regulative aspects
The economic conditions of the students are identified, in the ISEE Universitario matters, by the Prime Ministerial Decree 159/2013, by art. 10 of Legislative Decree 147/2017, by the regulatory changes introduced respectively by Legislative Decree 4/2019, by Legislative Decree 34/2019, by Ministerial Decree 347/2019, by Prime Ministerial Decree 13/2025 as well as based on the further selection criteria in implementation of art. 3 of Ministerial Decree 1320/2021 and art. 5 of Prime Ministerial Decree 04/09/2001 and articles 7 and 8 of the Legislative Decree 68/2012.
How an investigation is carried out
Controls are carried out on the economic requirements that the student has declared when applying for the EDISU benefits (scholarship, accommodation service and catering) as established by the appropriate Regulation.
They concern the economic and financial data of self-certified family members for the determination of ISE, ISEE, ISP, ISPE, SE values.
Since the disbursement of the EDISU benefit, you have 10 years (prescription) to proceed with the withdrawal of the benefit itself.
EDISU Assessments
The checks are carried out at different times:
In advance (on the application acquired before the benefit is paid) on the following documents:
- consular documentation and ISEE Parificato of international non-EU students;
- consular documentation and ISEE Parificato of EU international students;
- ISEE Universitario certificates and residence permit of students who declare that they are holders of international protection, that they belong to the status of political refugee or with political asylum;
- statements by students concerning one or more members of the family unit registered with AIRE or the possession of foreign income and/or assets;
- ISEE Universitario certificates containing annotations of omission/errors;
- ISEE certificates apply to university services for the applicant for benefits.
In advance assessments are carried out without giving personal start-up communication to the student. The outcome of the assessment can be viewed on the personal page of the online help desk, consular documentation evaluation section or Receipts section, or they receive communication from the office earlier in case of lack of requirements.
Afterwards (when the benefit has already been paid) with respect to the following categories of students:
scholarship and, if non-resident, scholarship and accommodation service winners who self-certify that they belong to independent student status;
self-certifications produced by students during the submission of the scholarship application through the online “Data modification” procedure;
self-certifications produced by students during the submission of the scholarship application through the online “Complaint” procedure
eligible students assigned to accommodation service;
students requesting a discounted rate for the catering service;
non-EU international students who confirmed the economic data for EDISU, as stated in the Prime Ministerial Decree of 04.09.2001, and which present new economic data for the University's tuition fees reduction.
People concerned are notified of the beginning of the procedure through the personal page of the online help desk; for students who are found not to comply with the assessment, the communication will be sent to the address communicated when applying for benefits.

Investigations carried out by the Guardia di Finanza (Financial Police)
The Guardia di Finanza carries out independent checks in compliance with the art. 5 Prime Ministerial Decree 09.04.2001, Legislative Decree 109/1998 smi, Prime Ministerial Decree 221/1999 smi, Prime Ministerial Decree 159/2013, Prime Ministerial Decree 13/2025 and Ministerial Decree 1320/2021.
The GdF draws up a report establishing and contesting an administrative infringement (pursuant to Articles 13 and 14 L 689/81), notifying the person concerned of the non-compliance detected. The outcome of the assessment is subsequently communicated by the GdF to the economic assessment office in order to proceed with the notification of the revocation or redetermination of the amount, as well as the notification of the administrative sanctions imposed.
The activity of the GdF is limited to the communication to EDISU of the non-compliance detected, as well as to the application of the administrative sanction in compliance with the former art. 316 ter (1) Codice Penale (Criminal Code) or pursuant to the former art. 316 ter (2) of the aforementioned Code. EDISU Piemonte is required to incorporate the report on the investigation and challenge of an administrative violation (pursuant to Articles 13 and 14 L 689/81) and proceed with the administrative acts for the revocation or redetermination of the amount disbursed or to impose the administrative sanctions referred to in Article 10 (3) of the Legislative Decree. 68/2012.
Consequences of the investigations (withdrawals and imposition of sanctions)
If the assessment reveals irregularities that lead to a non-compliant outcome of the control or such as to compromise the student's right to the perceived benefit, the Regulation provides for the following consequences for the student himself, which, depending on the case, consist of:
revocation of the scholarship received (return of the amount);
redetermination of the amount of the scholarship (restitution of the difference between the amount of scholarship received and that due after the assessment);
revocation of the accommodation service (return of the sum corresponding to the assignment of the bed for 11 months in the EDISU Residences or those affiliated with the Institution);
revocation of the discounted catering service rate (application of the full rate);
redetermination of the preferential tariff (reattribution of the preferential tariff based on the ISEE value recalculated during the assessment phase).
The student is also subject to:
imposition of an administrative penalty referred to in Art. 10 (3) of Legislative Decree 68/2012 corresponding in triple the amount what was received;
imposition of an administrative fine varying between € 500.00 and € 5,000.00 based on the economic advantage received, pursuant to and as a result of Article 38 of Decree-Law 78/2010 converted by Law 122/2010;
loss of the right to obtain other disbursements from EDISU;
revocation of tuition fee exemptions for the academic year under control;
communication to the Guardia di Finanza for the application of any further measures and actions required by current legislation.
