Single treasury

Article. 35, paragraphs 8 to 13 of Decree-Law 24 January 2012, n. 1 (converted into Law 27/2012 and subsequent amendments), he established provisions concerning the single treasury, establishing:

• the suspension of the entry into force of the decree and until the end of 2017 of the single treasury system C.D. mixed, regulated by art. 7 of Legislative Decree 279/1997, and the application of traditional single treasury regime, in art. 1 of Law no. 720/1984, the entities already subject to the single treasury mixed;
• the only exclusion from the treasury system availability that institutions hold with the banking system, from mortgage operations, loan or other form of debt, not backed by action by the state, regions or other public administrations, principal or interest.

The entities concerned to return to the single treasury system are the same as with the previous system, they were subject to the single treasury mixed regime. The Circular of M.E.F. n. 11 of 24 March 2012 (Department of the State General Accounting - General Inspectorate for finance of public administration - Office XI) it shows the list.

Payments between public bodies

The Treasurer shall make payments on special accounting at the National Treasury, and using the online channel in place with the Bank of Italy. Payments made by agencies and organizations listed in Tables A and B, attached to the law n. 720/1984 are arranged with credit on special accounts, interest- sub, by the bodies, through money transfers Bankit operation.
