EUROPEAN ELECTIONS - EXERCISING THE RIGHT TO VOTE FOR OFF-SITE STUDENTS

On the occasion of the European elections to be held on 8 and 9 June, 'non-resident' students will be able to vote, for the first time, for lists and candidates from their home constituency, without having to return to their municipality of residence.
 
The new voting method, introduced on an experimental basis by Article 1-ter of Decree-Law no. 7/2024, converted by Law no. 38/2024, will allow students domiciled for a period of at least three months in a municipality outside their region of residence to vote
  • in the municipality where they live temporarily if this belongs to the same electoral district as their municipality of residence 
  • in special polling stations set up in the regional capital of the commune where they live temporarily, if the latter belongs to a different electoral district from their commune of residence.
For admission to the 'out-of-office' vote, interested students must submit a special application to their municipality of residence by 5 May 2024 using, preferably, the attached application form.
 
The application for admission to off-site voting may be withdrawn in the same manner by Wednesday 15 May 2024.
 
By Tuesday 4 June 2024, the commune of temporary residence, i.e. the capital commune of the region in which the commune of temporary residence is located, will issue the off-site student with a certificate of admission to vote indicating the number and address of the section in which to vote. The certificate may also be issued by telematic means and must be shown at the polling station in order to be admitted to vote, together with the student's identity document and polling card.
 
Off-site students are entitled to the current facilities for travelling from the municipality of temporary residence to the regional capital and back in order to exercise their right to vote at the special polling station of assignment.
 
Students admitted to vote away from home in the special sections set up at the regional capitals may then consider serving as members of the special polling stations if the mayors deem it necessary to identify them for this task.
